Abstract:
NatureServe Surveyor provides information on the at-risk plants and animals in most of the United States and Canada. It is available on a subscription basis and can be accessed via the Surveyor interface or as a web service. NatureServe Surveyor can be used to query or "survey" an area of interest and determine whether any at-risk species are known from that area. For example, a registered subscriber can: submit a custom polygon (any area larger than 1 square mile) and find out if any species with status under the U.S. Endangered Species Act are known to be in or near a project area; discover which at-risk species are known within a county, watershed, USGS 7.5' quadrangle, or planning area; find the best source for local information about these populations of plants and animals.
The degree of detail provided by Surveyor depends on the size of the area surveyed: the larger the area of interest, the greater the detail in the information returned. The highest level of detail ("Detailed") is returned when the size of the survey area is at least 36 km2 ; more summarized information ("General") is returned when the size of the survey area is less than 36 km2 but at least 10 km2; when the size of the survey area is less than 10 km2 (3.86 sq mi) but at least 2.6 km2 (1 sq mi), Surveyor simply indicates whether or not at least one at-risk species meeting the survey criteria is known to be present in the survey area ("Known").
To answer these and similar questions, NatureServe works collaboratively with an extensive network of independent member programs (Natural Heritage Programs) to record, aggregate, analyze and disseminate the biodiversity information needed to help guide conservation and inform environmental planning and management. The member programs provide the field experts, adept in collecting and assessing biodiversity information. NatureServe provides the methods, analysis, and tools needed to address the complexity of biodiversity data management. This includes the: a) data collection and evaluation methodologies; b) data quality assurance, standardization, and range-wide species information, including NatureServe status assessments; and c) systems/tools, so that data can be collected at the local level, then aggregated as regional and national datasets that reflect current biological inventories and taxonomic changes.
Purpose:
NatureServe Surveyor is a product of NatureServe and its Natural Heritage member programs. The aggregated data on at-risk species from most of the U.S. and Canada, made accessible via NatureServe Surveyor, better enables federal agencies, corporations, and others to meet their stewardship responsibilities under a variety of programs.

The Biotics 4 software is a customized information management system designed specifically for the Natural Heritage Network that aids in the entry and management of data related to Elements of natural diversity, Element Occurrences, Source Features, Managed Areas and Sites according to the revised Heritage Methodology. Member programs manage spatial data using a custom GIS interface in ArcView 3.2 that is integrated with the Oracle application.

NatureServe scientists use a set of generally accepted references, augmented by recent scientific literature and expert opinion, to establish a standard "global" scientific name and taxon circumscription (that is, the name for the biological entity) for every element (plant, animal, or ecological community) tracked in NatureServe's central databases. PLANTS: Plant names as accepted by NatureServe's standard references, which represent the consensus standards for researchers working in a given geographic area. NatureServe Explorer also reports plant names not accepted in the standard reference that have status assigned under the U.S. Endangered Species Act or by the Committee on the Status of Endangered Wildlife in Canada. VERTEBRATES AND INVERTEBRATES: Standard vertebrate and invertebrate names for particular taxon circumscriptions as defined by NatureServe zoologists who use a set of major references generally accepted by researchers working on a given taxonomic group. However, many of these major references are updated infrequently. Because taxonomy is a dynamic field, NatureServe zoologists review numerous journals and monographs each year for taxonomic and nomenclatural changes, and they may accept these changes before the major source(s) for each group are updated to reflect them. In addition, undescribed taxa of conservation concern (i.e., taxa for which scientific names have not yet been published) may be tracked in the NatureServe Central Databases. The process of incorporating taxonomic and nomenclatural updates from the most recent (e.g., 2004) of these references into NatureServe?s databases is still ongoing. SYNONYMS AND OTHER RELATED NAMES: Sometimes a taxon is recognized locally or in an official listing (e.g., U.S. ESA, COSEWIC) by a name that differs from that used by NatureServe. In these cases it is advantageous to maintain databases records using those names as well. Such names are recorded as synonyms to the global standard name. The most common situations where this occurs are when a taxon is recognized locally or in an official listing: 1) using a name that differs from that used by NatureServe; 2) as a species, subspecies, or variety that is not recognized as distinct by NatureServe; or 3) at a different taxonomic level than recognized by NatureServe. Local member programs track their own names in addition to the global standard names. In some cases, data for a name or taxon not recognized by NatureServe (sometimes referred to as a nonstandard species) must be maintained only under the alternate name (e.g., when the conservation status ranks assigned to the nonstandard species differ from the ranks assigned to the species recognized in the standard classification). Explanatory notes provide additional information on species whose taxonomic status is controversial, uncertain, or has been recently modified. NatureServe reports standard global names and includes synonyms and nonstandard species where possible in order to accurately reflect the names most often used for tracking a particular taxon.
Taxonomic_Completeness:
The completeness of NatureServe data varies between species. NatureServe data is particularly strong and very complete in tracking the terrestrial and freshwater vertebrate species, vascular plants, and entities with status under the U.S. Endangered Species Act (ESA), the Species at Risk Act in Canada (SARA), or Committee on the Status of Endangered Wildlife in Canada (COSEWIC). Many invertebrate groups are completely tracked, but the databases on these species continue to expand. The non-vascular plant data (lichens, mosses, liverworts & hornworts, fungi) is being actively developed data for these groups will expand over the next few years. Marine species, even in coastal areas are not completely tracked and documented, however this varies across member programs.
General_Taxonomic_Coverage:
Data are available for species occurring in the United States and Canada for each of the following groups: PLANTS: NatureServe provides comprehensive conservation status, taxonomic, and distribution information for all native and exotic species, subspecies, varieties and named hybrids of vascular plants of the United States and Canada, except those present only in cultivation. Bryophytes and lichens with U.S. federal protection and those with status assigned by the Committee on the Status of Endangered Wildlife in Canada are included, along with selected others. Distribution data are provided for all states and provinces where each species is known to occur. All plant species recorded by NatureServe have been classified according to standard references, and most have been assigned a global conservation status rank. National status under the U.S. Endangered Species Act, the Species at Risk Act in Canada, and the Committee on the Status of Endangered Wildlife in Canada are provided where applicable. This information is continually reviewed and updated in the NatureServe Central Databases in order to reflect the latest taxonomic treatments, ongoing inventory efforts, and new status assessments. VERTEBRATE ANIMALS: NatureServe provides comprehensive conservation status, taxonomic, and distribution information for vertebrate animal species native to the United States and Canada in the following taxonomic groups (all vertebrates except marine fishes): mammals, birds, reptiles, turtles, crocodilians, fishes. All of these species have been classified according to major references or recent literature, and most regularly occurring species have been assigned a global conservation status rank (a number of accidentally occurring birds and undescribed species included have not yet been ranked). National status under the U.S. Endangered Species Act, the Species at Risk Act in Canada, and the Committee on the Status of Endangered Wildlife in Canada are provided where applicable. This information is continually reviewed and updated in NatureServe Central Databases in order to reflect the latest taxonomic treatments, ongoing inventory efforts, and new status assessments. INVERTEBRATE ANIMALS: NatureServe provides comprehensive global conservation status, taxonomic information, and state/provincial distribution for invertebrate animal species native to the United States and Canada in the following taxonomic groups: freshwater mussels, freshwater snails, terrestrial snails, crayfishes, fairy/clam/tadpole shrimps, butterflies and skippers, underwing moths, Papaipema moths, tiger beetles, dragonflies and damselflies, caddisflies, and all cave obligate species. These records collectively represent less than 5% of known described U.S. and Canadian invertebrates. Element occurrences for invertebrate species in other taxonomic groups may lack complete state/province distribution information and a small proportion of these species may not have been assigned a global conservation status rank. Status under the U.S. Endangered Species Act, the Species at Risk Act in Canada, and the Committee on the Status of Endangered Wildlife in Canada are provided where applicable. This information is periodically reviewed and updated in the NatureServe Central Databases in order to reflect the latest taxonomic treatments, ongoing inventory efforts, and new status assessment. NatureServe's goal for taxonomic coverage is to maintain currency of data for selected groups rather than maximizing the number of groups tracked. For this reason, we focus on achieving comprehensive coverage for groups that are either well known or otherwise of conservation interest, and work to keep this data taxonomically up-to-date. The taxonomic information, however, is not the primary goal of the databases, however, but serve as an index to the conservation-relevant information that we specialize in developing (especially species status, precise location, and population condition).

1) NatureServe Conservation Status Ranks: NatureServe has conducted quality control checks to assure that the local, national and global status information are consistent for the species range-wide.
2) U.S. Federal Status Designations: NatureServe staff update the central databases with changes in status due to proposals and determinations to add taxa to the Lists of Endangered and Threatened Wildlife and Plants within two weeks of publication in the Federal Register. Addition and removal of candidates in Notices of Review or Notices of Reclassification are entered within four weeks of their publication.
3) Canadian Federal Status Designations: NatureServe staff update the central databases with changes in status or new status due to determinations from the Committee on the Status of Endangered Wildlife in Canada (COSEWIC) within a month of COSEWIC designation. Listing of species on the Species at Risk Act (SARA) federal registry is completed as soon as possible. Addition of priority candidates is completed in the central database as these candidate lists are reviewed annually by the COSEWIC species specialist committees.
4) Taxonomy is constantly being updated based on the publication of new sources. See taxonomic system metadata for information about taxonomic procedures and sources for all taxonomic groups potentially included in the dataset.

These data are dependent on the research and observations of many scientists and institutions, and reflect our current state of knowledge. Many areas have never been thoroughly surveyed, however, and the absence of data in any particular geographic area does not necessarily mean that species or ecological communities of concern are not present. In addition, new plants and animals are still being discovered. These data should not be regarded as a substitute for on-site surveys required for environmental assessments. If ground-disturbing activities are proposed on a site, the appropriate state natural heritage program(s) or conservation data center should be contacted for a site-specific review of the project area. NatureServe Central Data Exchange and Reconciliation NatureServe's Central Database is linked to all the U.S. and Canadian databases of the Natural Heritage Program and Conservation Data Centre member programs through a process of regular data exchange and reconciliation. On a regular basis, member programs send their data to NatureServe Central for taxonomic and status reconciliation. If necessary, incoming member program datasets are converted from their native file format to a format that is compatible with the NatureServe Central Databases, and GIS files of Element Occurrences are reprojected to a common projection. NatureServe Central Databases are updated with the latest scientific information developed by the member programs at the state and provincial scale, including updated Element Occurrence data. In return, member program databases are updated with the latest scientific information developed at the global scale by NatureServe Central. The data exchange and reconciliation process is a primary mechanism by which network data standards are upheld, thus helping to ensure a high level of accuracy, currency and quality to the data.
